Composite video not working properly

When I switch on my Pi it shows the rainbow test pattern and scrolling text, then the screen goes black and stays black. I tried using sdtv_mode=2 and sdtv_mode=18 in config.txt (I have a PAL TV). HDMI works perfectly. I tried Raspbian 64 bit and Lakka 64 bit (Lakka only shows a test pattern and no text/boot splash). I have this issue on my Pi 3B+, Pi 3B and Pi B+.
