Does Taito Chase H.Q. have a glitch?

[Released: 1985] One of the most unusual features of the Sega Master System is its dual media inputs: one cartridge slot and one card slot. The card slot accepted small cards about the size of a credit card.

A few seconds after starting the first mission the road flickers repeatedly for a couple of secons, showing a curve to the left and to the right, although there's a sign on screen to turn right. What's the deal with this? Was that in the original cartridge game too?
