Stuck at flashing kernel..

I'm attempting to mod my Nes mini and I go to flash the kernel amd I get stuck at the little square dialog box that says "waiting for Nes mini" along with the instructions on unplugging use and holding reset etc etc..
I've tried resetting PC, trying different usb cables, totally disabling firewall and turning Vpn off but nothing helps..I'm on windows 10 so maybe this is the problem?
Someone please help! It's very frustrating to be stuck at this spot
