Question about arcade pro/duo card

If I’m understanding this correctly, the Arcade Pro is for PC-Engine(JP), and the Arcade Duo is for the Turbo Duo(US)?
If you have a region-free PC-Engine, would the Duo card work just the same as the Arcade card since it’s region-free?
