Cheapest way to play all *original* USA and Japan Cards and CD’s?

So from my research, it sounds like the cards are region locked, but the CD’s aren’t, but you have to have the matching system card to play the CD’s. So if I’m understanding it correctly, would that mean the best way to have access to everything would be an American TG-16 then a Japanese Duo or PCE with CD attachment, and the CD card for both regions?
