Konami, ultra and Nintendo?

This post is to ask the question about konami and their “shell” company Ultra games relationship with Nintendo.

I’ve seen countless articles explaining how ultra was formed to trick Nintendo and allow Konami to publish more than the maximum five games per publisher per year.

But was this all just a facade? I mean did Nintendo really not know what was going on? Was there nothing they could do? Or did they allow it from Konami because of their quality titles, and leave the stipulation enforced for other shitty publishers?
