Advice on removing ICs

I have a Hakko 301. I've read a bunch and watched lots of videos. I fluxed, then soldered these pins before using the small 1mm nozzle and heat at the lowest setting on the hakko. Soldering iron was at 353C.

After my first pass with the hakko, I only got 4 of the 16 pins free. Fluxed, soldered and did it again and got about 5 more. Ultimately had to cut the pins and pick a few out while heating.

Seems I overheated the board. And I pulled two rings off. What more can I do to get these...
