Qbert repeating items on screen

I'm trying to resurrect a Qbert game and after rebuilding the power supply it now powers on. I think the sound board is toast but my primary goal at the moment is to make it playable.

The game plays but parts of the screen are repeating (and some are missing). See attached photos.

I assumed this was an issue with the monitor but the folks who sold me the rebuild kit said it could be caused by low voltage on the board. Possibly caused by the filter board.
