13” Toei Vertical Centering & Horizontal Width

So I'm using 100 V 13 inch Toei monitor in a current Cabaret build. The monitor has a great picture and works fine. But I can't figure out how to center the image vertically and I also can't get the horizontal width coil to do anything. I can access it With one of my plastic television tools, but turning it in and out does nothing. I've actually backed the set screw almost completely out and there's been no change in the picture. I have it mounted vertically, so I'm trying to get the picture...
