Weird issue with wavebirds

[Released: 2001] The GameCube, with the Game Boy Player attachment, it is able to play Game Boy/Color, and Game Boy Advance titles. It's successor, the Wii, supports backward compatibility. Panasonic released a DVD player hybrid Gamecube.

Weird issue with wavebirds

Context: I'm testing on a modded GameCube with picoboot and a known defective CD drive. Booting games exclusively from SD2SP2.

I cannot get my wavebirds to work reliably on my system unless they are just on port 1. Wired controllers work on all ports just fine. I've tried different wavebird controllers, different wavebird receivers, different controller boards, and even different controller port shells. Ports 2-4 are not happy with wavebirds at all. No other controller issues whatsoever. I cannot wrap my head around it. I don't have any issue with my birds on my stock GameCube. Any advice?
