What is the cheapest retro handheld that can run Sega Saturn games?

[Released: 1994] While it was popular in Japan, the Saturn failed to gain a similar market share in North America and Europe against its main competitors. The Saturn's dual-CPU architecture was the source of some difficulty for developers.

So I like playing Sega Saturn games in the console. But wouldn't it be amazing to play those games on a small retro handheld?

Anbernic just teased us with releasing the Anbernic Arc. It is shaped like a Sega Saturn controller, but it is too weak to emulate the games well.

The upcoming RP4 Pro might be powerful enough. Otherwise a pricy Ayn Odin 2 might be the cheapest option.
