SDA and SCL pins on at startup

Hi all,

I'm doing a project with a lot of relays, which activate when pulled low. I need all 28 IO ports, so I've resorted to using BCM pins 0, 1, 2, and 3 which are the EEPROM and I2C related pins. I know it's somewhat frowned upon to use the EEPROM pins though, and I may have found out why. It seems that on boot, the click quickly on and off a few times and finally stay on for about 5 seconds before my startup script takes over. Is there any way to prevent this behavior? I can live with a couple quick clicks, but the 5 seconds of on time from the EEPROM pins is a no go. Anybody have a clue? Thanks!
