Why is GPU acceleraton not on by default

the Raspberry Pi 4B has a VideoCore VI that can decode h.265 up to 4K at 60 frames per second and H.264 up to 1080p at 60 frames per second, it also has support for OpenGL ES 3.0 and Vulkan 1 so why does Raspberry Pi OS not use the damn thing? (Chromium only plays up to 480p stutter-free, you can basically forget 3D games like SuperTuxKart even with the detail settings down to minimal)

Where is GPU support after nearly 4 YEARS.

Wish that there would be a "Rant"-flair.
