Scarlet Nexus Going to Togetsu is not available

[Released: 2020] The console has a few significant improvements over PS4: ray tracing support, an improved CPU, custom 3D audio chip, and an SSD instead of HDD. The console is compatible with PlayStation VR headsets and backward-compatible with games for the PS4.

Scarlet Nexus Going to Togetsu is not available

I'm currently playing chapter 8 in Scarlet Nexus and I'm in the standby phase right now and I'm having issues with the Going to Togetsu side quest. I can accept the side quest but I can't enter Togetsu. Is this some kind of bug or do I just have to progress the story and wait until I can access Togetsu again?
