Cannot create new accounts on dev mode anymore

Cannot create new accounts on dev mode anymore

A recent issue popped up on dev mode when Microsoft decided to break stuff with their new "update"
(Looks like Microsoft are redesigning Partner Center and have inadvertently broke things)

the same issues affecting dev mode are also affecting retail
