Genesis 2 VA0 No Power

I tested the DC Jack and its being supplied the correct voltage and amperage, circuit filter is continuous and reads 9.5 Volts across it (Left Bottom to Right Top and Left Top to Right Bottom) . Voltage Regulator 7805 is showing Voltage of 0 across I and G and G and O so I am assuming I need to get a new Voltage Regulator soldered in? The Diode Right before it leading into I reads 9.5V as well. So Im assuming somethings going on with the voltage regulator. Switch works as expected.
