How to turn off bilinear filtering on all games?

If I turn off Bilnear Filtering in Retroarch, it doesn't affect the actual games. If I try to turn it off in RA while in-game, it will work for that session, but won't save the change for future sessions.
The only way I've been able to turn this off is by toggling on High Res mode in Autobleem, but I want to be able to use Retroarch for my games.
I also tried to turn off "smooth games" in the retroarch.cfg file but it's already set to "false."
I am out of ideas.
