Overscan settings in /boot/config.txt don't seem to have any effect

Overscan settings in /boot/config.txt don't seem to have any effect

I am trying to get the image for my screen to not be cut off on the edges. I've been all around Google and the troubleshooting guides but the recommended settings don't seem to have any effect at all. Here is my /boot/config.txt file

Toggling 'disable_overscan ' between 0 and 1 has no effect either. Is this even the right file?
