Can't get hardware acceleration to work on RPi 4

I am trying to get hardware acceleration on FFmpeg on the Rpi 4 4GB. I'm running Ubuntu Server 20.04 64-bit. I tried this tutorial but it didn't work, throwing an error that MMAL hasn't been found. How can I make this work without switching to 32-bit?
