Animal Kaiser - Looking for help to repair

A video game arcade cabinet, also known as a video arcade machine or video coin-op, is the housing within which a video arcade game's hardware resides. Most cabinets designed since the 1990's conform to the JAMMA wiring standard.

Animal Kaiser - Looking for help to repair

Image Hi!
My fiancée and I both have fond memories of playing Animal Kaiser and love the game.
However, the machines were discontinued long ago and are becoming more and more difficult to find in the wild.
Thankfully I recently managed to purchase this machine as "spares and repairs" with the hopes of fixing it up but I'm at a dead-end and I'm not sure where to turn for help.
I'd really appreciate any help or recommendations of places to go!

PSU:
The PSU works fine and is outputting the proper voltage.
Screen:
The screen is an LCD and works fine. I've tested this by connecting a laptop to it.
Components:
I've checked all of the connected components individually (side LED panels, card reader LEDs, buttons and button LEDs) by removing them and powering them individually and they all work as expected.
Game PCB:
The main "Game PCB" is a Namco Bandai System148.
When powered on the fan spins but there's no video or audio output.
All of the test points on this board report the correct voltages.
I/O PCB:
The "I/O PCB" is a Namco Bandai System147.
All of the test points on this board report the correct voltages.
The only thing of note is that there's a flashing LED labelled "LED4".
However, without error-codes I don't know what this signifies.

The version I have is the upgraded version where the CRT was replaced with an LCD screen, so that part can be ignored from the schematics.
I don't know what my next course of action should be.
Please let me know if you know any places that may be able to help or have ideas on how to proceed!
