Trying to remember the name of this game

Can anyone help me figure out the title of this game? It was a side-scrolling beat-em-up where your character would get more buff with power-ups. Sort of similar to Altered Beast but instead of turning into a were-creature you just got more buff. In between levels you could choose what location to go next on a map with only a few paths. The aesthetic was sort of sci-fi vaguely mad max. I think the character you played had red or blue pants with metal boots and no shirt.
