Undervolt POE SSD thru USB-C

I bought a CMC Tech 5V/3.5A POE hat for my raspberry pi 4 8gb and it fires up fine. When I plug an ssd into the usbc port, I get an undervolt warning and the drive isn't recognized. If I plug the same SATA SSD and adapter into a usb-a port up front, everything works.
Anybody know whats going on? Any way I can get an ssd thru usbc working?
