Pi 4B 1GB vs Pi 4B 4GB

Image I have one 4B 1GB and one 4B 4GB. The 1GB runs PiHole along with PiVPN and the 4GB is only running PiHole at this time as I haven't had the time to do any projects with it lately. I periodically update both from the terminal using sudo apt update and sudo apt full-upgrade. Most of the time the 4GB has updates that are available and the 1GB rarely does. These are both running Raspberry Pi OS Lite with nothing installed on them except what I've specified above from a clean install. Why does the 4GB with less apps on it get more updates than the 1GB with more apps? It doesn't really make sense to me.
