Powering a Pi4 via header pins. It gets hot and doesn't start.

What am I doing wrong here? I'm using two 18650s with a buck converter tuned to output 5.1v. My multimeter reads 5.1v/3000mA, which should be perfect?
When I connect to 5v and ground, the bottom of the pi gets hot and it does not start. Both the red and green lights are lit but not blinking. Thankfully it still boots normally when connected via usb-c.
