Toro VGA to HDMI converter has weird netting effect.

[Released: 1998] Born out of Sega's darkest hour to decide whether the company stays in the hardware business. Even though it didn't officially last long in the US, it was continued selling in Japan and spawned some great 2D Japanese shooters.

I know why it's doing this, it's because it's taking 480p and instead of outputting in 960p (480 x 2), it is instead outputting in 1080p.
My question is does anyone know of a good VGA to HDMI converter that supports 960p output?
