Accessing Pkmn bank with new 3DS

[Released: 2011] The 3DS is similar to the DS, but is capable of projecting stereoscopic 3D effects without the use of 3D glasses or additional accessories. A redesigned "XL" version of the console was also released.

Accessing Pkmn bank with new 3DS

So my 3DS is telling me ‘The Nintendo Network ID linked to this system cannot be linked to other Nintendo 3DS systems.’ as I’m trying to factory reset it. Does this mean on a new 3DS, in the future, if I sign in using the same ID, I will or won’t be able to access my Pokemon bank?
