Hakchi CE v3.8.0 NES classic taking to long to reboot

I'm trying to update the kernel but it refuses to load saying the mini is taking to long to reboot. It has an exception in windows firewall, my vpn has been uninstalled, my antivirus disabled and wifi are off, I'm using the cord it came with and I have switched to every usb port on my pc and it does this every single time. Does anyone have a solution to this?
