US TG-16 US Dock JP CD-ROM^2 Compatibility and memory questions.

[Released: 1988] The CD-ROM² is an add-on attachment that allows the core versions of the console to play PC Engine games in CD-ROM format in addition to standard HuCards. This made the PC Engine the first video game console to use CD-ROMs as a storage media.

If I get a US TG-16, a proper US System card and a US CD Dock, can I use a white Japanese CD-ROM^2 Unit with it?
Also, do I need a CD unit to access the Memory Save feature on a TG-16? Or can I just have the CD dock only for saving a game such as Neutopia?
