Is it possible to use a USB 3DS charger as a substitute to a capture card cord?

So, awhile ago, i ordered a USB 3DS charger because at the time, the one i owned had broke. And recently ive been doing alot of research on 3DS capture cards. And ive been wondering if i could use the USB charger instead of a capture card cord. I mean, assuming that this cord can be used for more than just charging, and the program is compatible with it, it should go according to plan, correct? Ive been assuming that it wont work, but since i have like 7 brain cells, i thought id ask you smart people! Im sorry if it doesnt really make sense qwq
