TurboGraphx CD won't spin, makes audible buzzing noise

[Released: 1988] The CD-ROM² is an add-on attachment that allows the core versions of the console to play PC Engine games in CD-ROM format in addition to standard HuCards. This made the PC Engine the first video game console to use CD-ROMs as a storage media.

I recently came into the possesion of a TurboGrafx CD. It doesn't spin discs (I knew this before I bought it, so I didn't get jiffed!)
So from my research, I've read that the disc not spinning is likely do to the middle gear. I opened my unit up, lifting the board enough to see that the gear has yellowed, and closed the unit back up. The unit doesn't spin discs and makes an audible buzzing noise when I try to play discs. Is this likely due to that gear? Or is there something else that could be causing the buzzing (and not allowing the disc to spin).
