Is the PC Engine Duo / TurboDuo Cd Region Free?

[Released: 1988] The CD-ROM² is an add-on attachment that allows the core versions of the console to play PC Engine games in CD-ROM format in addition to standard HuCards. This made the PC Engine the first video game console to use CD-ROMs as a storage media.

I know the Hud cards are not region free but are the Cd roms region free? I ask cause I just got the NA Legend of Heroes 1 but the turbo cd accessory is friggin expensive and a PC Engine Duo is fairly affordable (comparably)
