Custom Background Image?

I'll admit I'm pretty new to this, I finally figured out how to add NES/Sega roms to the SNES Classic. Now on to my next step- I thought I saw on one of those tabs in the Mod Hub that said something about a custom background image. I installed it, but I'm unsure of how to upload it set up the image I would like to use. It also mentions custom borders, is there like a program or something to use that edits borders?
