I need help

I need help, when I m at the web part, the website won’t appear and say it won’t reach. I put all 9 digits including :80 and it still does not work. I cleared cache and all the other stuff over and over again. I m sorry I couldn’t post this on the ps3 hack ones because my help keeps getting deleted by moderators for some reason.
