Medium Res to NTSC S-Video Possible?

I'm working on a Narc without a monitor. I have a 20" Trinitron that fits in the stock mount perfectly. This is an older Trinitron, has RF and S-video port, the jungle chip doesnt have RGB, but does have chroma. My question is, the signal coming from the game is med res RGB HV+. Would it be possible to invert and combine the sync singal with a 7486 and then feed the RGBS to something like this...
