Unable to login to Raspberry Pi 3
I've done a fresh installation on my RP3.
Raspberry Pi Imager
During initial booting, it sets up the filesystem and asks me to create a new default user. I created a user called dnsmasq.
After rebooting, I end up at the GUI login screen, but any attempt to login just takes me back to the login popup (the password is correct because if I enter an incorrect password, it tells me so). When I press Ctrl-Alt-F1, I see the following message:

I then created an ssh file and a userconf.txt file in the root filesystem, with username bob and encrypted password bob. However, while I'm able to reach the Pi over SSH, I get the same 'This account is currently not available' message when logging in as dnsmasq and I get 'Permission denied' trying to log in as bob.
This effectively locks me out of being able to use the Pi at all.
Why would the user I just created not be available? I understand the issue is that the user probably has nologin as the shell, but why would that be the case?
Does anyone have any suggestions? Have I missed something? I set up my RP4 in a similar way and it successfully automatically logs in as the pi user.
