Wii u refuses to run environment loader

[Released: 2012] The WiiU is the first Nintendo console to support high-definition graphics and a controller which features an embedded touchscreen. Talk about the system which is backward compatible with Wii.

Wii u refuses to run environment loader

I only have aroma right now since I moved the tiramisu file off my SD card but my wii u only boots the homebrew launcher when going into heath & safety and refuses to boot environment loader. Anyone know what the problem could be?
