Trinity RGH fatal crash intercepted at boot

I just flashed this xbox. I see the logo then it says fatal crash intercepted and it keeps repeating about every 15 seconds. I have not installed a HDD or any apps. This is the first boot after flashing. I have tried reflashing multiple times with jrunner and through xell. Ive tried building with my original 16537 and 17559 NANDs but both give the same error. Anyone ran into this issue before? I've only ever seen this error after running apps
