Comprehensive Guide on Theme Creation?

I'm trying to figire out how to make my own themes on my Vita and I've found the process to be very confusing. There are multiple guides and programs out there that can be used but most of them either are missing vital information, contain dead links to services or tutorials, or just outright do not teach you how to upload the theme onto the PS Vita. Does anyone have a definitive guide? With 600ish themes on the RedSquirrel repository I know its possible, its just so obtuse.
