Guys, what are the best moves in Street Fighter II?

The Street Fighter II Turbo: Hyper Fighting manual, mentions a lot of Special Moves (and backstories of characters). However, some older folks have used more special moves with all characters than mentioned in the manual. If you guys can help me, that would greatly assist me in my journey to becoming a skilled player.
