panzer dragoon disk unsuitable for system

hello! i recently bought a copy of pds. the first disc says it's unsuitable for the system, and rhe other three take me to a screen which plays audio tracks. each one starts with someone talking in Japanese before playing yhe same music. i have no idea what's happening? help??other games work fine on the system.
