How to sign in PSN?

My PS3 is modded, it has 4.90 EVILNAT CFW. month or two ago I tried to sign in and I signed without problem. Now I am trying and it's just can't pass the device setup screen .. It is showing me the QR code, I go to the Sony page and generate new pass, I write it down on the Sign in screen and again give me the same screen to go and to generate new pass .. How can I sign in ? I tried deactivating the system from my profile but still no change ..
