Dreamcast scart issues

Hey everyone, I recently got a PAL dreamcast and have been trying to use it with a scart connector but it has been difficult to have a usable signal on both a plasma and a crt. The cables I am using are the combo scart end and composite breakout in the middle if that makes any difference. both pal and ntsc games play fine when using an RF adapter but the problem only shows up when playing ntsc over scart. could it be that the cable is not really RGB scart and just a composite on both ends ? the main menu itself is fine though in both RF and rgb scart, nothing bad happens until a game is booted up too which is strange. thanks in advance for the help !
