Pi 3b and Python Libraries

I am attempting to do some experimenting with addressable LEDs using this tutorial:

Trying to the adafruit circuit python libraries fails a dependency adafruit-circuitpython-neopixel fails egg_info

I updated all of the pip setuptools and pip version, but still ran into the same issues.

Is this too old of a Pi to run these libraries on?
