No controller input in game for dev mode dolphin emulator

I haven't used my series s for a long time, I played Twin Snakes and due to the default control scheme being abhorent for that game, I changed it.
I launched a different game today and i am not getting controller input. I deleted that control scheme from my flash drive and that had no effect, I played around with different settings for default and still nothing.
