Confusion about Ubuntu shell on Raspberry Pi 4

I dusted off a Raspberry Pi 4, running Ubuntu 22. When i ssh to it from my main laptop, i can run ruby on rails and such. However, when i have the Rpi4 connected to a monitor/keyboard/mouse, i'm unable to get the same commands running in the terminal. I get errors about ruby/rails/etc not installed.

Any ideas why this discrepancy happens?
