What causes this disc reading problem?

[Released: 2001] The GameCube, with the Game Boy Player attachment, it is able to play Game Boy/Color, and Game Boy Advance titles. It's successor, the Wii, supports backward compatibility. Panasonic released a DVD player hybrid Gamecube.

What causes this disc reading problem?

https://www.youtube.com/watch?v=79QTxUyrdMU Game works on another console. Already tried the following: -Clean every single connection -Calibrate the potentiometer -Replace the laser with a known good one. No change, same behavior with both. Exact same thing happens with no disc as well, small spin then another spin before laser stays on for a while and the menu displays no disc.
At this point I'm thinking the capacitors on the laser assembly are failing, however, I have no experience with soldering even though I have the tools to do it, so I would like to explore other options before trying to do it. Any ideas?
