Question about the using the raspberry pi 4 as a media server

Question about the using the raspberry pi 4 as a media server

I got a raspberry pi 4 as a samba media server , but one of the devices, a t95 android box, cannot seem to see it in VLC when the internet is down, neither when it is on wifi or hard wired.
I tried both wired and wifi combinations with both the box and the pi.
It sees the raspberry pi but not any of the files on it, it just stays LOADING in VLC without ever populating.
They are both connected to the same Linksys E900 router, so idk why that would be.
Other devices like tablets and phones seem to see it when the internet is down/turned off though and are able to play files.
