LED Light Not Working - Board Issue?

Just got an early rev Xbox (one with an extra fan on a heatsink). The console is functional, but the LED on the DVD button is not. I had hoped just swapping the front panel with a parts console would fix it, but it doesn't seem to be the case. This makes me think there's something wrong with the motherboard itself.
Does anyone know of what might cause this, or if there's a common issue related to it? I removed the clock cap, as there was mild leakage, but otherwise things looked okay on the inside.
