Xecuter 3 CE install, v1.0

Attempting to install a spare Xecuter 3 CE into a 1.0 system. Installed everything per the official guide but when I power on the system it turns off/on 2-3 times and then stays on with FRAG. If I remove the chip, it powers on without issue. I double and triple checked my soldering, don't see any issues. Anytime this happened in the past, I'd reflow the pinheader or try alternate d0 and it usually resolves the problem, but not this time.
Will post pictures if I get time to take them.
