Did all PSX games have manuals in EU?

[Released: 1994] Sony entered into an agreement with Nintendo to develop a CD-ROM attachment, for the Super Nintendo. Due to contractual problems it was never released, and instead, a modified version was introduced by Sony called the PlayStation.

Just got a copy of Croc in good condition with a manual, and that got me thinking about how most of my games from back then, don't have one.
I know that i have lost some of them, but games like Final Fantasy 7 and Crash 2 i remember opening them and they had nothing but the disc's
Now this might be a regional thing. Since i am from Denmark, but it still werid.
